Božica Škulj was born in Daruvar. She finished her secondary education at the Science and Mathematics High School (today known as MIOC) in Zagreb. She took a degree from the Science and Mathematics Faculty of Zagreb University, having read biology. In 1973 she took up an appointment in the Technical Museum in Zagreb, where she was manager of the Agriculture and Mining Department. In 1980 she passed the professional examination for curators, and in 1992 attained the rank of senior curator. For a time she was acting director of the Museum and in 1995 was officially appointed to the post of director of the Technical Museum.
Since she was employed in the Technical Museum for the whole of her career, she had the opportunity to pass through all stages of a working life in a museum, taking visitors around the museum, professional museological work, arranging ad hoc and permanent displays, studying museum material, working with visitors, drawing up educational curricula and finally coping with the many jobs of a director.
She was the leader of a number of important projects: of the renovation of the Nikola Tesla Demonstration Laboratory in the Museum, the renovation of the new permanent display in the Nikola Tesla Birth House in Smiljan (expert associate), the projects Apisarium – Model Beehives, The Application of Nuclear Physics, Basis of Farming, Fire-fighting (co-authorship). Božica Škulj was also engaged in editorial matters: she edited catalogues and occasional publications published by the Technical Museum. She was a member of the Operating Committee for implementation of the commemoration of Nikola Tesla Year in Croatia in the Ministry of Science, Education and Sport, took part in numerous conferences of ICOM-CIMUSET in Denmark, Austria, Brazil, Russia, China, Spain and elsewhere. She worked in the commission charged with drawing up Regulations concerning the Manner of and Criteria for Linkage into the System of Museums of the Republic of Croatia in the Ministry of Culture, was a member of the Expert Commission for the evaluation of specialised and scientific papers in the museum discipline in the Ministry of Culture of the Republic of Croatia, a member of the Croatian Museum Council, as well as a member of the Centrality Council of the Network of Museums.
In 2006 she was a consultant for the UNESCO Paris exhibition about Nikola Tesla entitled The Man who Lit Up the World.
For her lifetime achievement, in 1996, on the occasion of the 50th anniversary of the Croatian Technical Culture Union she obtained a Charter, and in 1998 was decorated with the Order of the Croatian Daystar with the figure of Marko Marulić.
