Biserka Velić was born in 1940 in Knin. She went to elementary school on the island of Ugljan and in Šaš (Sunja municipality) and high school in Knin, Sinj and Gospić. After high school she enrolled in the Faculty of Philosophy of Zagreb University, Croatian or Croato-Serb language and Yugoslav literature.
Her first job was in Sokolac on Mt Romanija (Bosnia and Herzegovina), then in the high school in Gospić, in the culture department in Gospić, and then in the Museum of Lika in Gospić, as director. During the time of the Homeland War she worked on conservation and evacuation of museum material, and after the war on repair to the war-damaged building of the Museum of Lika and the Birth House of Nikola Tesla in Smiljan, and the renovation of these structures. She had a major role in the holding of the art event Lika Art Annale, with the Lika-Senj County and the Tourist Board of the city of Gospić, thus making the Museum of Lika much better known. She produced many catalogues of exhibitions, including: Below-Velebit Idyll of Karlo Posavec, 1995; Easter Eggs with a Reason, and the memorial book, a monograph of a kind, Greeting from Gospić, published 1997, by Museum of Lika, Gospić.
She was decorated with the Order of the Croatian Daystar with Figure of Marko Marulić for contributions to culture during the Homeland War.
